dizziness and Sinemet 25-100

I take care of my brother and am his legal guardian. He is currently taking sinemet 25/100mg for his parkinsons 3x daily. He is physically and mentally challanged. Lately he complains that he is having spells of dizziness. He does have high blood pressure. He has had a recent change in his bp medicine from 10mg to 20mg because he had some high readings when he went to his internal medicine doctor. He takes Monopril for his blood pressure. What could be causing his dizziness? Is it the Sinemet? Does this medicine build up in the blood.?
