Side Effects of Toxoid

A tetanus toxoid skin test was done to an adult person 7 days ago and yielded a positive reaction. The first 2 days, the woman started to notice that the site was red and itchy of which is still a normal reaction? then several days after she noticed a lump, complain of pain, redness and tenderness. Is this an emergency case? if it is, what management will she undergo? Please answer me the soonest. Thanks
