There are only two primary conditions that causes Freezing of an extremity:
Frostbite: part of the body affected becomes dead white, numb, slightly swollen. No pain except on warming. And
Childblains: Not quite frozen but cold enough for the affected part to become red, itich, and swell.
Childblains, is a common complaint -unlike frostbite- is not due to subzero temperatures but low state of health or poor circulation of the subject, especially if he is given to wearing tight clothing or underwear or is suffering from poor nutrition. If you live in a climate warm enough to rule these two conditions out, you may besuffering from an acute case of one of the disorderes with Coldness in Extremities.
Coldness in Extremities is a primary symptoms in Edema of the lungs, Hyperventilation, Peripheral vascular disease, Cardic neurosis, and intestinal obstruction. A couple of these conditions have other symptoms in other areas of the body, but the nature of several of them may have some relivency.
If it is nolonger "cold" during an erection, this may be evident of blood supply is diminished or a condition known as Albuminuria, in (a pathological condition where albumin is present in the urine).
