Lantiseptic Skin Protectant

In a nursing home setting/SNF, is it acceptable for certified nursing assistants to apply lantiseptic skin protectant as a maintenance protective cream as a moisture barrier for incontinent residents? To put the question another way... Should licensed nurse be the only one to apply this protectant? Per regulation? Is lantiseptic skin protectant a non-legend cream?
