Using 1% lidocaine vs 2% lidocaine in pediatrics

If you would,please clarify the use of 1% lidocaine in pediatrics vs. 2% lidocaine. As a nurse on the med surg floor we used sterile water. Yes I know that lidocaine numbs the area. Currently I am working in a clinic which Rocepin is ordered frequently. Also, is Rocephin within the scope of practice for medical asst. Or can only be admin by a licensed RN or Provider.
