denial of coverage

I am currently in the military serving in Hawaii. My wife resides and works in Michigan. She is currently enrolled in Tricare, as required when service members are married. She was told she has to drop the Tricare before she can be covered by Blue Cross Blue Shield. Is this true? To my understanding I cannot withdraw her fron DEERS unless we are divorced.
